The Guidance on the Import and Export of Radioactive Sources (Import and Export Guidance) is supplementary to the Code of Conduct on the Safety and Security of Radioactive Sources (Code of Conduct) an is a legally non-binding document issued by the IAEA. The Import and Export Guidance provides a common, harmonized framework for the import and export of Category 1 and 2 radioactive sources with the objective to improve the safety and security of imports and exports of radioactive sources in accordance with the provisions outlined in paragraphs 23 to 29 of the Code of Conduct.
The Import and Export Guidance was first published by the IAEA in March 2005. In accordance with paragraph 20 of the Guidance, the text was revised in 2011 and subsequently published in May 2012. To date, 140 Member States have written to the Director General expressing their intent to act in accordance with the import and export provisions of the Code of Conduct and the Import and Export Guidance.
Harmonized Process for Import and Export of Category 1 and 2 Radioactive Sources

In accordance with paragraphs 4 and 19 of the Import and Export Guidance, a List of State Points of Contact is maintained by the IAEA Secretariat. The Points of Contact are designated by their State for the purpose of facilitating the export and/or import of radioactive sources in accordance with the Code of Conduct and the Import and Export Guidance.
Prior to the export of a Category 1 radioactive source, the Exporting State should seek consent from the Importing State and this exchange of information is typically done between the respective Points of Contact.
Further, prior to the export of a Category 1 or 2 radioactive sources, a notification prior to shipment should occur. Such notifications are typically sent to the Points of Contact.
Forms to Facilitate Information Exchange
A group of technical and legal experts prepared the text of the model forms to facilitate the exchange of information in relation to the import and export of Category 1 and 2 sources, as per the Guidance on the Import and Export of Radioactive Sources.
