Transfer of hosting from COBWEB to IAEA SharePoint Site via NUCLEUS

IT Issues Mr. Gladyshev 
 
(i) Problems have arisen, and continue, with downloading hyperlinked documents from within the numerical database and the INGSM archive. This matter, which affects other services through NUCLEUS, remains under investigation after a period of several months during which users have had only limited access. A 'work-around' is available for users of specified software but this excludes many current users and we apply pressure to IAEA IT services through Mr. Gladyshev to resolve this issue

(ii) Editing and Uploading – we need to establish new protocols and access rights for these services – both the document archive, the Home Page, and the Member States pages. Inputs and uploads have been 'on hold' during the period of disruption.

Review of the Status of the Project 2: Design and Content of the Updated 'Package'

Delegates are requested to review the current site ahead of the meeting and to come prepared with proposals to ensure that the style and content meet the needs of users in their Member State in all areas - Home Page, Member State Information, Document Content, INGSM archives, and Numerical Database...

Home page style and content - The olds system designed by KorteQ prevented easy upload of material with diagrams and images. These limitations no longer apply and the home page can be designed and edited by us (within 'house style' rules for IAEA sites). It is proposed to provide a single-screen description of the KB project to replace the present 'placeholder; content, with hyperlinks to key e-documents of which the present EdF Energy ' What is Graphite' document is an example. The promised update of the GrafTech handbook should go here. Material may be in any of the official languages of the IAEA.

Some Actions agreed at the previous meeting were suspended during the transfer to IAEA hosting. These will shortly be implemented, but this affords an oportunity to review the plan. Most Member States are not achieving the Actions they agree in this respect and we need to produce a PLAN, with MILESTONES as an output from this TCM, involving all participants

Numerical Database
Dr. Haag
The numerical database has been augmented with data to assist the CRP on Irradiation Creep in Graphite, along with other available data. The meeting needs to confirm QA gradings on these items before the material is passed to the Agency for updating. 

Discussion on further additions of data: new sources; resources, timescale (for inclusion in the aforementioned PLAN)

Note that data are expected from Ukraine and China as part of the membership agreement

INGSM Archive: review style and content: updates for INGSM-14 in Seattle shortly available along with recentrly discovered material for INGSM-3. This is now a MASSIVE resource and hard to search. Discussion should cover possibilities indexing by topic area

Is it timely to renew contacts with Russia and France? Others? Previous 'advances' were made on the basis of the numerical database only - how can we present the project as 'attractive' to other potential members such that we can eventually 'capture' a wider content?

In this context, it is appropiate to review any graphite-related issues arising in other IAEA and Member State activities e.g.

International Nuclear Graphite Specialists Meetings (INGSM)

Our 'baby' is now 14 years old and thriving. Meetings are rushed and several participants feel that there should be longer time for themed/led discussions in the planning. Keynote presentations are also encouraged (absent in 2013). We should discuss these points ahead of the planning of future meetings.

Delegates are reminded that INGSM is NOT an official IAEA meeting andattendance is at own cost/risk

Report on INGSM-13 (Meitingen, Germany, Sept 2012) – SGL/Chairman

Report on INGSM-14 (Seattle, USA, Sept 2013) – Toyo Tanso USA/ORNL (Mr.                          Burchell)

Arrangements for INGSM-15 (Hangzhou, China, Sept 2014) – INET/Sinosteel AMC                    (Mr. Yu)

It is recognised that some western delegates may require additional assistance with internal travel within China, including being met at airports and guided. The city is accessible from Shanghai airport by high-speed train. The Chairman has already agreed to provide a focus for liaising over travel plans with the Chinese colleagues.

Future meetings:

A European venue is suggested for 2015 (INGSM-16): options currently being investigated include IAEA Vienna itself, UK, France. All suggestions/proposals welcome.

The intention when this meeting was planned at the last meeting was that the Research Coordination Meeting of the IAEA CRP on Irradiation Creep in Graphite should commence in the afternoon of Tuesday September 22nd. Agency room reservations systems circumvented this, thereby foreshortening the Creep RCM to two days (originally planned for four, but the Friday is an IAEA holiday also).

 

Since most permanent members of the Knowledge Base TCM are due to attend the Creep RCM anyway, it has been decided that the creep meeting will commence, albeit informally, at 2pm in Room M4
