The purpose of this toolkit is to define the functions involved in procurement and contracting for major nuclear projects, and to provide a process that can be used in the planning and execution of such activities.
This tool references numerous IAEA publications and products, newly developed guides and checklists, and a number of non-IAEA resources and best practices. The hope is that this toolkit will encourage use of these resources to promote consistency and excellence in contracting, and thus improve nuclear project effectiveness. The IAEA welcomes inputs and suggestions from Member States and interested individuals aimed at improving the content of the toolkit, and in widening the list of useful non-IAEA resources. The toolkit can be used for two major purposes. First, it is a guide for individuals or project teams that are involved in planning a nuclear project. Depending on the phase of the project, the team can access information, tools, links, and references that will assist a team’s planning activities. Second, it can be used as a guide by organizations to develop their own web-based planning processes. By using the toolkit format, documents, templates, and tools, an organization can adapt the toolkit for internal use.
The process presented in this toolkit is, by necessity, generic. Every organization’s environment is different, and every project differs in terms of size, type, and complexity. The underlying process of performing planning for the procurement and contracting process is the important issue.
The development of the toolkit was supported by an extrabudgetary contribution from Japan. It was implemented by the Nuclear Power Engineering Section (NPES) with the support of the Nuclear Infrastructure Development (NIDS) and the Planning and Economic Studies (PESS) Sections of the IAEA Department of Nuclear Energy.
