1.2 Establish Governance Framework

A procurement governance framework is required to define the roles and responsibilities related to the procurement function (who has authority for what actions), and the legal basis for procurement. The legal basis for procurement is formulated by taking cognizance of the appropriate international, national, and organizational/corporate treaties, laws, regulations, and policies that will apply to the specific procurement. Applicable legal instruments include both those related to trade and procurement, as well as international nuclear regulatory, safeguards and security agreements.
