3.4 Bid Clarifications

The objective at the clarification stage is to evaluate the tenders as submitted.

Bid clarifications may be needed during tender evaluation. This can occur where there are aspects of the bids that are unclear, contain minor errors, or where anomalous data has been submitted. Clarification may also be sought from bidders on scope or technical matters, or on particular contract terms and conditions.

In seeking clarification, all communications with bidders must be properly recorded so that an audit trail is maintained. Extreme caution and care must be exercised to avoid either unfairness to potential bidders or the impression of unfairness to some bidders.
