1.2.2 Define Policy and Principles
Definition of the procurement policy in the form of a document is recommended. ISO 10845-1 identifies basic procurement requirements that, while possibly not appreciated in the short term, are required for longer term sustainability. These include the need for procurement systems to be fair, equitable, transparent, competitive, and cost-effective. Such a system may also incorporate promotion of other objectives as defined in a secondary procurement policy. These can include for example promotion of local enterprises, poverty alleviation, job creation, economic development, skills development, environmental standards, and others.
