1.7 Develop Detailed Procurement Procedures

Within the overall procurement governance framework established previously and with knowledge of the legal and regulatory constraints, preferred contracting approach and the approved procurement strategy, detailed customized processes for specific procurement activities need to be developed that will guide individual activities.

Such processes should cover activities identified in the following sections on developing procurement documents, bid invitation, negotiation and contracting, and contract management. Processes for overall risk management should also be put in place, and administrative policies and instructions surrounding such items as roles and responsibilities, practices to ensure integrity and fairness, and confidentiality of information.
