4.4.3 Debrief Unsuccessful Bidders
Debriefing helps suppliers improve their competitive performance, which in turn produces benefits to procuring organizations. A debriefing should cover the positive aspects and suggest areas for improvement of the unsuccessful bid. Suppliers will then have the opportunity to address these issues and improve their competitiveness in any future bids. Feedback should be sought regarding the overall process to help with its continual improvement.
Where the unsuccessful bidder expended significant resources for the bidding process, agreed-to terms may include payment of a nominal fee to cover the bidder’s RFP and negotiation process. Good practice is to tie such payments to signing off that no legal action will result from this bidding process.
