2.1.2 Nominate SMEs
To properly complete the NPP bidding and evaluation process subject matter experts (SMEs) with a wide variety of skills are needed. These can come from the stakeholder groups identified in the previous step or from other organizations. These can include individuals with knowledge of the following specialities:
- Technical (knowledge of NPP technology and NPP operations, maintenance, regulatory, and related issues);
- Legal (knowledge of international, national, and regional issues related to the NPP construction, licensing, and operation)
- Financial (knowledge of financial analysis of NPP proposals, including methods to monetize or compare non-financial aspects {e.g. methods of comparing national participation etc.)
- Human resources and labour (knowledge of national human resources and labour market capability, industrial safety practices and standards, and related issues)
- Insurance (knowledge of construction and operations phase insurance issues as they relate to NPPs)
- Environmental (knowledge of international, national, and regional regulations and issues related to environmental protection)
- Industrial development (knowledge of national and regional industry and capability to support NPP development)
- Technical advisors (other technical advisors as necessary to compare specific technical aspects of the NPP proposals; specialty knowledge for procurement clauses in areas of computer security, counterfeit item prevention, safeguards etc.)
- Facilitators (as required to facilitate / organize team activities);
- Fairness monitor (utilized in some jurisdictions to oversee and ensure the fairness of the bidding process by ensuring all bidders are treated fairly {have same information, same opportunities to ask questions, etc.}).
SMEs should not underestimate the amount of time and commitment involved in the bidding process. Typically full time involvement is needed.
