2.1.1 Identify Stakeholder Groups
A broad definition of a stakeholder is anyone who feels impacted by an activity, whether physically or emotionally (IAEA NG-T-1.4). Within this broad category, which includes external groups such as the news media, academics, researchers, medical professionals, special interest groups, and the general public, are those groups that have a direct impact on the procurement process and the selection of the eventual successful bidder.
Such key stakeholder groups that require representation on the bid selection team need to be formally identified. Depending on the jurisdiction these groups for new NPP project bidding processes may come from the:
- Future owner/operator;
- Other nuclear owner/operators within the same region (where the purchase may represent a model that is intended to be followed for future purchases)
- Procurement entity (where different than the eventual owner/operator);
- Government (e.g. ministries or departments of finance; energy, environment, industrial development etc.)
- Financing organizations (e.g. banks, credit agencies etc.);
- Key investors;
- Worker representatives
- Specialized consultants, such as legal or insurance advisors;
- Regulators (may be just observers).
Advantages of having such a multi-skilled cross-functional team include increases in speed, ability to handle a more complex task, creativity, capability to apply organizational learning, and organizational alignment.
