4.3 Make Final Investment Decision

Assuming the updated business case that was prepared in the previous step still shows the project as viable, a contract award recommendation report should be prepared by the bid evaluation team. The report and the updated business case should then be forwarded for approval by the appropriate purchasing authorities.

A contract award recommendation report should typically contain the following information:

  • Summary of the process to date
  • Recommendation of award and request for approval
  • Pre-qualification evaluation results (if not contained within any previous report)
  • Technical and economic evaluation results, including details of any clarifications
  • Benefits and savings available
  • Details of any risks still present
  • Secondary procurement objective considerations (e.g. social, economic and environmental).

Where the business case and contract recommendation report indicate that the project as defined is not viable, or the decision authorities decline to proceed with the project, then the process would return to the strategy development step at an appropriate time.
