3.2.1 Issue Tender

This stage involves issuance of the tender documents to open market or to pre-qualified vendors. These documents normally go to all companies at the same time, although for late applicants they can upon request be issued at any point prior to the date set for final receipt of bids.

If there is a justifiable reason to change the closing date, the necessary approval must be obtained in accordance with the purchaser’s internal governance. If the date is amended, the new date should be notified to all bidders, and if any bidder indicates that they have already submitted a bid then they should be given the opportunity to submit a revised one.
