1.2.3 Define Implementing Processes
The processes that the procurement group will use to perform the detailed procurement (bid invitation and evaluation) need to be documented and approved. IAEA NE Series publication NP-T-3.21 provides some useful models for procurement and major contract approaches, each of which is shown below.

Typical major contract process

The specific processes chosen should be incorporated into a documented nuclear management system, and be aligned with and integrated with overall project management good practices as defined by major standards organizations. Some of these standards organizations include:
- Project Management Institute (PMI), PRINCE2 or International Project Management Association (IPMA): for project structure, project controls (cost, schedule, reporting) and project manager competencies;
- Construction Industry Institute (CII) : for practices to enhance project performance that have been proven through extensive industry use and/or validation;
- Association for Advancement of Cost Engineering (AACE): for estimating, using the class structure and for direct comparison of owner and contractor estimates;
- ISNetworld: for safety standards allowing owners to measure to the same recognized safety standards every organization that wants participate in a bidding process.
