3.2 Invitation to tender

This stage involves delivering the tender documents to the prospective suppliers, and managing the process until the proposals are received back from the vendor and opened. It is important to maintain fairness and transparency during this stage, particularly when providing information to suppliers at meetings and/or following questions on the bid documentation.
