3.2.3 Vendor Inquiries

Care must be taken and a process put in place to ensure that all correspondence between the vendors and the purchaser are carried out in a fair and transparent manner. For example, any question submitted by a vendor along with the answer provided should be anonymized and circulated to all of the vendors involved in the process.

Electronic tendering systems can facilitate the receipt and circulation of questions and answers. Where communication is not via such a system, processes should ensure that all communication between the parties during the procurement activity should be coordinated by the designated personnel within the vendor and purchasing organizations.
