1.1 Establish Procuring Entity

In some jurisdictions the procuring agency may be the future owner operator, but in others a separately established organization, typically under the jurisdiction of a country’s energy or finance ministry, or a consortium of interested parties or investors, may lead the procurement effort. Recently there are increasing instances of contracts with project developers (NPP vendors) solely for the electricity produced via BOO build own operate (BOO) , or Build-Own-Operate-Transfer (BOOT) models.
